Stop building images for bullseye.
It's been EOL'd in 2024. Time is better spent focusing on bookworm+. That being said, this doesn't remove support for bullseye (in generate-recipe.py) just yet. This would only mean getting a few instructions removed, they can stay for a while in case that's still useful to someone.
